Most virtual machine vendors will not even try to run macOS, except on a Mac, because Apple pursues violators vigorously. The fact that that Parallels and VMware Fusion will run macOS, on a Mac, says a lot about what is allowed.

Apple Silicon Macs, including the M3, only support ARM-compiled virtual machines and ARM virtual machine guests, but there is one exception: UTM is the only software that would enable you to emulate x64 machines, and it's a lifesaver.
